View Full Version : "Oil and Chip" Surface???

Ohh, I see!!! A new name for the old "chip and seal" fiasco!
Wish I had saved all that discussion that we had on here from a year or two ago. I noticed the report in the Clarion this morning said that they have now learned that the process "isn't a long-term improvement". Highway boss Jerry Heldt went on to say "In the long run, it's a waste of money".
Does anyone remember, we were telling them that two years ago!
Even our County Surveyor explained that using pea gravel instead of crushed limestone was a mistake because the roundness of the rock actually forced the pavement apart as vehicles drove over it and forced it deeper into the pavement. "Dust was the problem with limestone", they said. The rock they use now is dusty also. And 75% of of it ends up in the ditches. (or your yard!)
Go look closely at a road that was "chip and sealed" with pea gravel two or three years ago. You will notice a lot more cracks in the roads resurfaced with pea gravel than the ones coated with the white limestone rock.
It may be time to re-investigate hiring a "County Engineer” or requiring some type of engineering qualifications for the people that come up with these bright ideas.
Also wondering, did county people change to the term "Oil and Chip" to disguise the old "chip and seal" term after the big ruckus over broken windshields, chipped paint, rock in your yard and filled ditches?

Lets not forget the "Old 41 Speedbump" bridge dealio. ;)
If anything the roads are worse today than they were before they "chip and sealed" them.
The ditches are filled to the brim with the pea gravel in some places, so the water drains over the top of the road and drags gravel, leaves, sticks, and trash out in the road with it. That could also be because I can't get them to clean the ditches out along Carither's Road, and in one spot the water flows up through a pothole in the road and eventually the lack of proper drainage washes out the entrance to our gravel road.
I also think it's got more pot holes than I ever noticed before the mess, mostly because I think it doesn't contract and expand as well as regular asphalt did, so it instead cracks and buckles.
I honestly don't know what it takes to get stuff done with the county highway department, I guess its all "who you know" still.
I've called several times to have our road sign moved across the road so you can actually see it, as I hate having to give 10 minutes worth of directions here because our road is unlabeled, but it's still eaten by the trees. I notice new "Watch for School Bus" signs up, one right where I've requested our sign moved to though.
I've called several times to have our road graded, they finally got to it last week after I last saw him in early July. I've called to have gravel put on, again a no show. Most of our gravel disappears as the road grader drags it onto the edge of the road and into the ditches.

There are over 500 miles of county roads for them to take care of. Everyone who lives on a county road with a problem calls and wants their road at the top of the list. I am at all the council meetings and hear each department report including the county highway. I know they have limited funds and resources. They have to prioritize their list of complaints plus take care of everyday, routine matters. I don't know how they prioritize them but I suggest if there are issues with specific roads then bring the complaint before the commissioners.

Maybe you better quit calling to have your roads graded if it disappears and it goes in the ditches. Why do you do it ? It's most of the time a thankless job working for the HWY Dept, untill it snows. I know I did it for 15 years. No matter what you do people some people still bit(h at you.
The best way to get something done is the next time you see a Hwy dept. employee ie. truck driver, graderman, drag tractror opperator is simply stop and thank him for what he is doing. People who did that when I worked there were at the top of my list.

Not to mention Taceaus lives on a dead end county road. I think that would be on the last of my list if I was a driver. a 1 mile stretch of road with 3 homes on it or 50 miles of road with 100 homes on it? Thanks Piker for all your hardwork and long hours you gave to county you served. Its sad it seems like everyone gripes about county services and there is never nothing nice to say about it!
I know great job PPD on the drug busts this week. Keep up the good work!

Never heard of him, but I don't get out much anymore and I'm just a back woods Piker. The pea gravel along the Ft Branch-Haubstadt road caused him to lose control & spin, landing (upside down?) on the railroad tracks. He is disabled from the crash.

Was he in pursuit at the time? Has there been any other accident because of these Micky Mouse chip and seal jobs? What is a Micky Mouse chip and seal job? Is it because of the pea gravel? I would say half of the rock roads in Gibson County are pea gravel ( road gravel, river rock). I know I hauled 1000's of tons of it on them . Very few are rocked entirely with # 5 stone. This accident must have happened after I gave up my employment with GC Hwy Dept. Years ago thats all that was ever used ( pea gravel) for chiping and sealing. Then they made the switch to # 11 stone. If they are using pea gravel again, them I'm guessing it's because of the cost. Pea gravel is cheaper than #11 stone, but it's not as pretty as those nice white roads after using #11's.
I alway thought it should have been called seal and chip. The oil that is put down first is what doing the sealing of all the cracks in the old black tops. The cover rock does add to the base, but it's mainly so the oil doesn't get on all the "tax payers" cars.

He was responding to a call for assistance by Fort Branch PD.
At that time Fort Branch - Haubstadt road was covered in loose pea gravel. It was like driving on marbles.

It sound like me the chip box on the truck was opened up to much then. A thin layer is all it takes.
I'm not saying that loose pea gravel was not a factor in some of the blame, but all of it? It sounds like a very bad situation, but with him being an officer of the law it sounds good. If it was a 16 year old kid with no driving experience, or someone who had a few beers that it happened to, I bet loose pea gravel would have never been brought up.

I can't say without speculation anymore, but the cost difference is huge. You may call the Hwt dept and ask, or any commissioner should be able to tell you.

I am in no way an engineer, but wouldn't it make sense to do roads right the first time so we don't have to keep going back to re-do it every few months or years at an ever increasing cost?
While I lived in Montana that was the first time I was ever really exposed to chip and seal on roads. Up there they chip and seal the interstates because of the heavy snowplow traffic tearing up the road surface each winter. The one thing I noticed different in how they do it and how it was done here was entirely too much gravel was put down and was left.
Whereas up there they have broom trucks that swept the excess off to the shoulders where it's recollected, while here it was left to accumulate and cause secondary issues. Even a week after it was done, going up the hill by Iunghuhn's I had to use 4x4 to get up because of all the loose gravel left on it. Or the teenage girl who had to be pulled out of the ditch at the bottom because she couldn't brake effectively on the pebbles and slid into the ditch.
Piker, I don't call all the time, only when it needs obvious work. Waiting and wishing for things to be done never accomplishes anything, so the next best thing is to call and make them aware of the situation so they can fix it whenever they are out this way. It just seems as though my polite requests fall on deaf ears.
I've actually tipped the road grader a couple of times when I've caught him for coming out and doing the road, so in no way shape nor form don't think I don't appreciate the hours of work they do. I don't live directly on the road and generally don't find out till afterwards, otherwise I'd make a point to be there and be neighborly. Harold the old county road guy, we used to give him hams for the holidays for being so good to us on his route, it's too bad he passed.
That little road connecting 168 & 57 with the perfect paving and painting job just tickles me. There's like 4 houses on it and it's better paved than Main Street. ;)

Try riding a motorcycle on that stuff it`s much worse than a gravel road, the traction is to unpredictable and every passing car pelts you with gravel.

If you are talking about the road that comes out at Midway, I think that the State paid that paving bill. I may be wrong though.

If you are talking about the road that comes out at Midway.Nope, I'd say she's talking about 850E, the cut-thru road going South off SR 168 and comes out on SR 57 in the flat before Buckskin. It is heavily traveled as a shortcut by many. I don't remember it being in bad shape, but someone with a lot of pull got it repaved.

I'm not sure of the road number, as it seems every time I'm turning there is a car there I need to watch out for. But it is indeed the "shortcut" between 168 and 57 that comes out on 57 across from the strip mine on the south side of 57.
I'm not really complaining about it, as I travel that way every time I go to Evansville to avoid the 41 headache, but I do find it mildly humorous that it's this otherwise piddly road in the middle of nowhere with 4 houses on it and its immaculately paved. :p

When I travel to our property in Somerville, I always expect someone to pull out in front of me from the road of which you speak. Many Toyota workers have found that "short-cut" and drive like maniacs through there. I would also venture to say that "someone with pull" to get that particular road paved probably has something to do with Toyota.
Maybe that blonde, who always has her picture in the paper from Toyota, lives on or near that road!!

Well the rumer went around when all those roads got paved that use to be gravel for years then sudeen got a nice pavement put on it was that When Linda Hoover was a councilman it seemed like that is when we a lot of gravel roads suddenly turned to super nice pavcement around eastern gibson county she had a lot of friends that lived on all those roads. Don't know if that is true or not but I do no there is one road 850 E there off of highway 64 that goes south from that mine entrance and then Ts into another gravel road got blacktoped with pretty yellow and white lines. That road had been gravel for years cause I lived out that way when I first started school in 1955 and the school bus drove that road morning and evening.
I live in Buckskin now and that was a real big mess when they came in and chiped and sealed the whole town. That got up in peoples tires and all and locked some of the brakes up including Linda Hoovers. She had came to Buckskin church to get a carry out dinner the very next day after they chipped and sealed the whole town. She had to call someone to come and fix it the next time she went to get it out of the her garage. That was a real biggggg mess. It raised a lot of questions as to why some country roads got nice payment and the come to the town of Buckskin we got that lousey chip and oil jumk. Big waste of off the counties money cause then they had to come back and pave it right cause everyone was having so much trouble driving on it couldn't go more the 10 mile and hr with out slinging it all over you car.

So, 10 miles of road takes $100,000 to chip and seal???
WHEW!!!
550E is being chip and sealed as we speak from end to end. this is 16 miles........
so 16 miles X $10,000= $160,000:eek: WOW
so that would cost........1.6 MILLION to pave????
WOW. does anyone have any Idea if this is a real scenario?
are those numbers close???
